The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet's session at Al-Yamamah palace in Riyadh on Monday afternoon.
At the outset of the session, the King briefed the Cabinet on the contents of the message sent to President Abdel Fattah Al-Sisi of Arab Republic of Egypt; telephone calls received from President Vladimir Putin of Russian Federation, President Recep Tayyip Erdogan of Republic of Turkey, and President Dr. Ashraf Ghani Ahmadzai of Islamic Republic of Afghanistan; and the results of his meetings with Prince Khalifa bin Salman Al Khalifa, Prime Minister of the Kingdom of Bahrain, the Prime Minister of Ethiopia Hailemariam Desalegn, and United States Secretary of State John Kerry.
The Minister of Culture and Information Dr. Adel bin Zaid Altoraifi said in a statement to Saudi Press Agency following the session that the Cabinet was briefed on the latest developments being witnessed in the region and various international efforts towards them, and in this context, it was briefed on the outcomes of the quadrilateral meeting with the participation of the Kingdom's Minister of Foreign Affairs and his counterparts from the United States of America, the Russian Federation and the Republic of Turkey to discuss the situation in Syria and find a solution to end the crisis of the Syrian people.
The Cabinet was briefed on the results of Minister of Foreign Affairs' visits to Indonesia, Malaysia, Singapore, and Austria, commending deep bilateral relations between the Kingdom and these countries and the keenness of all on their development in all fields in the service of their common interests.
The Minister pointed out that the Cabinet discussed the United Nations' celebration on the 70th anniversary of its inception which came this year under the slogan "a strong United Nations for a better world", stressing that the changes and challenges we face in today's world at security, economic, intellectual, environmental and health levels impose on everyone to strengthen the role of the United Nations, activate its institutions and encourage efforts to reform the international organization so that it can keep abreast of developments on the international arena.
The Cabinet renewed the appreciation of the Kingdom of Saudi Arabia which was one of the signatory states and founders of the Charter of the United Nations before 70 years in terms of the efforts being exerted to improve the task of the Security Council and its reform in addition to the Kingdom's willingness to cooperate with other Member States to achieve this noble goal and make the Security Council able to carry out its basic tasks in the maintenance of peace and security as well as the defense of the international legitimacy.
On domestic affairs, the Cabinet praised Saline Water Conversion Corporation's winning two awards from the World Water Summit, the first in recognition of being the best Saline Water Conversion Company in the world due to its developmental tools adopted by it in the management of its works and operational instruments, and the second award for its desalination plant at Ras Al-Khair due to the modern and leading technologies as well as the unprecedented global operational levels in the efficiency of the plant's design, stressing that the top position of the Kingdom of Saudi Arabia's superiority in this important strategic industry embodies the Custodian of the Two Holy Mosques' support for this vital and important sector.
Dr. Adel bin Zaid Altoraifi noted that the Cabinet was briefed on the topics listed on its agenda, including issues the Shura Council co-shared in their study.
The Cabinet decided the following:
First :
After reviewing the recommendations of the committee formed to study the best alternatives to provide service to provide gas to the consumer with high efficiency, the Cabinet approved a number of arrangements, including the emphasis that National Gas and Industrialization Company to implement paragraph (1) of the item (First) of the recommendations approved by the Cabinet's resolution No. (77) and the date of 05/03/1422 AH, which provided for the establishment of a pipeline from Saudi Aramco's station to Riyadh and paragraph (2) of item (Second) of those recommendations, which provided for the establishment of new stations in remote areas of consumption that are far away from the current stations, and the storage of a stock of gas in all its stations equivalent to a minimum of twenty days of consumption and providing a sufficient number of trucks to transport the gas, according to the technical regulations issued by the Saudi Standards, Metrology and Quality Organization as well as the instructions issued by Supreme Commission for Industrial Security.
The Cabinet approved the organizational arrangements of the General Authority for small and medium enterprises and among those arrangements are the following:
- Establishment of a public body called the "general authority of small and medium enterprises" with legal personality, enjoying financial and administrative independence, to be chaired by the Minister of Commerce and Industry.
- This General Authority designs to organize, support and develop the small and medium enterprises sector in the Kingdom, according to international best practices.
- Saudi Credit and Savings Bank and other government agencies continue to engage in all activities related to small and medium enterprises until the completion of the establishment of the Authority and practicing its tasks.
Third: The Council of Ministers approved the Unified Administrative Regulation of Governorates regions in accordance with the details contained in the resolution and that the Ministry of Interior shall add women's offices within the organizational structure of the regions governorates.
- Fourth: After reviewing the Royal Decree No. (64283) dated 12/26/1436 AH, to transform the General Department of Statistics and Information to a public body named the General Commission of Statistics having legal personality and linking organizationally with the Minister of Economy and Planning, the Cabinet approved the regulation of General Commission of Statistics mentioned before.
- Fifth : The Cabinet approved the regulation of the National Committee to follow up the Custodian of the Two Holy Mosques late King Abdullah bin Abdulaziz's initiatives for dialogue among followers of religions and cultures.
Sixth : The Cabinet approved the appointment of 27 members to the departments of High Commission for Settlement of Labor Disputes.
Seventh: The Cabinet approved the appointment of the following as members of the Board of Directors of Public Pension Agency for a term of three years including Abdullah bin Sultan Al-Dhuwaihi, a member of civilian retirees; Mohammed bin Mazyad Al-Tuwaijri, a member of military retirees; and Mazen bin Ahmed Al-Jubeir and Mohammed bin Abdullah Al-Quwaiz, members of the private sector.
Eighth: The Cabinet authorized President of King Abdullah City for Atomic and Renewable Energy - or his deputy - to discuss with the Brazilian side a draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Federal Republic of Brazil in the field of peaceful uses of the atomic energy, sign it, and submit the final version for further authentication procedures.
Ninth: The Cabinet approved the appointment of Tal bin Hisham bin Mohieddin Nazer, a member of Cooperative Health Insurance Council, as a representative of Cooperative Insurance Companies.
Tenth: The Cabinet approved the appointment of Dr. Saad bin Abdullah bin Khalil Issa , a member of the Board of Directors of Grain Silos and Flour Mills Organization, as a representative of the Ministry of Agriculture.
The Cabinet was briefed on the annual report of the Ministry of Culture and Information for the fiscal year (1433 - 1434 AH), and issued its directive in this regard
